Proxy Advisor Support for Shareholder Proposals has Plummeted
Support for sustainability-related shareholder resolutions by ISS fell from 39% in 2024 to 7% in 2025, while Glass Lewis saw a drop from 26% in 2024 to 21% in H1 2025 07 March 2026
SquareWell Partners’ research was recently featured in an article by Sophie Robinson-Tillett in IPE titled “Proxy-advisor support for shareholder proposals has plummeted, finds research.”
The article draws on findings from SquareWell’s latest report, “What Do Shareholders Propose?”, which provides a comprehensive analysis of sustainability-related shareholder proposals submitted at S&P 500 and STOXX Europe 600 companies between 2022 and mid-2025. The study examines trends in the number, topics, proponents, voting outcomes, and investor and proxy-advisor support for environmental and social shareholder proposals.
While the research covers a broad range of developments in shareholder activism, the IPE article highlights one key finding: a sharp decline in proxy-advisor support for sustainability-related shareholder proposals, particularly from ISS, alongside growing alignment between the recommendations of ISS and Glass Lewis.
